I was under the impression that you have to turn in the portfolio, since your school year was done in the district. It is their responsibility to make sure you have been in compliance with the compulsory attendance, and your new home district will need a place to verify your progress.
It seems that it would just be safe to submit at least a very minimal portfolio to err on the side of caution.
