A few ideas come to mind. 1)Time limits with timers might help, but could also end up being a disaster. 2) A "contract"- where you specify what must be done, and the consequences of not getting done, with both of your signatures. 3) Have him check off his schedule what he completes, which dad would inspect in a nightly "meeting" to see how he is doing. I know these are the times you as a teacher want to send a note home to his parents, but then you remember that you are his parent. Sometimes dad can be very helpful here to give encouragement.
