I just found this on www.askpauline.com

Who can give the test?

"The supervisor shall ensure that the nationally normed standardized tests or the Statewide tests shall not be administered by the childīs parent or guardian." In general, if you buy a test privately, anyone but the childīs parent or guardian may give the test. Some homeschoolers have a relative, friend, older sibling, or neighbor give the test to their child. In some cases the test supplier or the publisher will have restrictions on who can give the tests, but there are also suppliers and publishers who do not impose such restrictions.
