Testing in 2nd and 4th grade is completely optional for homeschoolers. Yes the school can force kids into school (though not public school), but they would have to go through the due process procedures in order to do so.
School districts almost never challenge the finding of your evaluator if your evaluator finds that they are making sustained progress in the overall program.
