Need testing + evaluator near Oil City Pa....

Can anyone tell me where to get test done -this is my firts year in Pa and have some kids in required test grades-one in 3,twins in 5th and one in 8th grades.I am looking for EASY way especially since my 9 year old cannot read and struggles.Plus I need an evaluator and when do I need the evaluations?
