A bit of home ed law trivia -
The law says the affidavit must be "filed prior to the commencement of the home education program and annually thereafter on August 1". Thus the August 1 date actually only applies to students who are continuing in an existing home ed program.
New home educators can file as early as July 1, the start of the home education "accounting year", which could be beneficial as you can start counting "school days" and include summer activities. As far as I know, there is no "file by" deadline. Nonetheless, it is wise to file before the local public schools begin, so there is no confusion. Thus, any time between July 1 and late August would be fine.
Note that you cannot start counting days/hours until you file.
