You are not too late on registering for the PHAA diploma-- though we highly recommend that folks file with us at the start of the 9th grade year.
In order to receive credit for the 9th grade year, have your new PHAA evaluator look over the work from 9th grade also, and fill in the transcript for that year and sign the transcript. It is acceptable to submit the official evaluation letter from your original 9th grade evaluator to PHAA-- but we need your PHAA evaluator to sign the transcript.
Timing is fine for your nephew :-).
I´d suggest you check out our PHAA Conference-- High School at Home, set for July 18, 2008, in Carlisle PA (right off PA Turnpike, near to Harrisburg). You´ll gain lots of great info on both our diploma program and on ways to homeschool productively during the high school years.
