Or there could be homeshooling parents who were homeschooled in another state that does not have a diploma program. In both these cases the PA diploma was not an option. There must be other options available.
Also, I know of cases where students go to a university with a parent issued diploma. There is something wrong with the PA law if it would deny an individial with a college degree the right to homeschool simply because they did not have an official high school diploma.
Finally, although we as a family are pursuing PA homeschooling diplomas for our children, I do not think it fair to consider people lazy or cheap because they choose not to.
