Yes, she needs a high school diploma, or an equivalent (the G.E.D)
She only has to submit the affidavit and objectives to the superintendant of the district (she can get the paperwork handled in as little as one day -- the affidavit can be printed online by visiting www.askpauline.com and there are also sample objectives there as well so she has a guide as to what to include in the objectives for her daughter). She will be notifying them of her intent to homeschool, *not* asking them for their permission or approval to homeschool her daughter, so she has plenty of time.
