She doesn´t need permission from the school system. She does need to comply with the homeschooling laws of PA. This is not difficult to do.
I think that it would be a great idea for you to do some research on homeschooling - you would find it very interesting. There are many studies out there that show homeschooling children do not suffer if their parents do not hold a college degree. Your Aunt having a high school equivalency is sufficient. Additionally, there are resources for high school homeschoolers all around you that can ensure a more than adequate education for your cousin.
