Both medical stuff and standardized testing are not required of privately tutored students because there is no statement in the private tutor law that requires these things. (Note, as a comparison, that both of these things are explicitly stated as requirements in the home education law.) I had a conversation some time back with Sarah Pearce at the PDE about this (when the private tutor code was updated); I dont´ know if her successor would agree with her interpretation.
